Draft or refresh arc.yaml from compose's own model.
Needs docker compose on this machine. A new service that keeps data (a named volume, a writable bind inside the project, a database or cache image) is assumed to hold personal data and to start empty in a branch; one that keeps nothing is assumed not to. A decision already in arc.yaml is never changed. Prints the draft, and each guess on stderr.
